Hy Farwell is a parliamentary maverick! His military background accustomed him to rules and regulations. His academic career teaching effective communication made him recognize that the more people know about the “rules of the game,” the more effectively and efficiently can meetings be conducted. He has written many articles which he hopes to use to make parliamentary rules as easy to understand as those of football and baseball.
