We would all like to believe, as we have always been told, that our nation is a nation of laws and that our government is a government of the people, by the people and for the people. The 16th Century political scientist, Nicolo Machiavelli, on the other hand, believed that all government was motivated by political expediency and that the end to be achieved would justify whatever means was ultimately used to achieve it.
