Chapter One
March, 2000
Against the backdrop of the midnight Wyoming sky, a small fleet of unmarked black helicopters approached a large stretch of land on the outskirts of Warren Air Force base. The land was jointly owned by the Bureau of Land Management and the Federal Emergency Management Agency. The Chinook CH-47 Apache helicopters flew in a tight V formation. The entire fleet had the technological capability of going silent. Under the shadow of night, they began to descend above their Top Secret destination.
While hovering ten feet from the ground, soldiers dressed in unmarked black regalia evacuated the Chinooks. Once all of the soldiers were on the ground, the helicopters ascended again and blended back into the darkness of the night. The soldiers rushed about the perimeter of the land using night vision goggles. Some were assembling what appeared to be barbed wire barriers. Others worked with lumber that had previously been delivered. With the lumber the soldiers constructed makeshift buildings. Four sentries stood guard poised with AK-47s at each corner of the perimeter.
For hours the soldiers worked tediously at their assigned duties without audible communications. By the first light of the coming day, the Chinooks flew toward the land silhouetted by the glow of the rising sun. The helicopters remained silent, the engine quiet and the only sound being the whirring of the blades. When the Chinooks were spotted by the soldiers, they mustered into formation and awaited to board.
In and out they were gone unnoticed. Unknowing to the soldiers and the pilots of the Apache helicopters, their Top Secret orders had not come from the President of the United States, but someone with plans other than those in the best interests of the citizens of the United States.
Within the Mount Weather region of Bluemont, Virginia sits the base of operations for the Federal Emergency Management Agency. The virtually unnoticed command center for the backup government of the United States of America provided the perfect place to reside over the country in the case of a national emergency. Few citizens are aware of the agency, none of them aware of their true intentions.
The federal organization had been constructed by former President Jimmy Carter for the purpose of maintaining an established government in the case of national emergency. The executive order pertaining to F.E.M.A. made the agency an umbrella for other national emergency and disaster agencies. Over the years since its conception, the directors of the organization have been orchestrating their own plans behind closed doors.
These plans consist of bringing the citizens of the United States and eventually the world under their leadership. Actually, F.E.M.A. is only the tip of the iceberg in the long list of agencies involved in the incorporation of a New World Order. The Council on Foreign Relations, the Federal Reserve, and the last vestiges of the Illuminati provide members who also work in conjunction with F.E.M.A. to bring about this New World Order.
Those involved plan to use a crises to institute this order using F.E.M.A. as their cover to step in. The citizens of the United States' ignorance toward their government make this conspiracy complete.
Within the mountain housing F.E.M.A. lay a small city, complete with office buildings, apartments, and everything else needed to simulate ones environment. Certain unelected officials presently worked in the offices, conducting affairs that are mostly unknown to the President of the United States. In a small, smoked filled room in one of the buildings, final arrangements were being made to institute the long awaited New World Order.
"What's the date today?" asked a man who was seated near the middle of the table. The room was occupied by a number of other men, all employed by various shadow agencies of the government. They sat nearly motionless in the small room. The walls of the room were bare save for the wall sized one way window, allowing those inside to peer out and forbidding those outside from seeing in.
"It is the 30th of March. The hour is close at hand," answered another man as he put his cigarette out in one of the ashtrays. He then surveyed the faces of the men around him. They all wore solemn expressions on their faces. Their demeanor was tired, exhausted from the many years of strategic planning and patient waiting.
"Before you now lay the final stages of our planning." The man finished putting out his cigarette and pulled another from its pack. He placed it between his lips and lit it, inhaled deeply, then slowly blew the smoke out across the table. The men around the room opened up the manila folders that lay before them.
"The briefing before you contains details involving the crises. The test last year proved effective. The world anxiously awaited the year 2000 with grave anticipation. Millions throughout the globe expected chaos at the stroke at midnight. The hysteria reached its peak a few minutes after midnight when the globe realized that the dreaded Y2K crash was not going to happen. Little did they know that the Y2K was only a precursor to what awaits." The
