Wayne Frey was born in 1958 in Monroe Louisiana. A graduate from Northeast Louisiana University, Wayne has traveled several times overseas to research Russian submarines, investigate submarine bases, and interview submarine officers.

Wayne is a member of the St. Petersburg Submarine Club, in St. Petersburg Russia, an organization dedicated to helping the widows and orphans of submariners “still on patrol”, and a gathering point of submariners who truly belong to the Brotherhood of the Fin Submariners.
