Biography:

Joe Allan Bounds, was born and raised in Wichita Falls, Texas. For the past twenty years he has assisted federal prisoners with legal research into their post-conviction remedies when challenging the constitutional validity of their criminal conviction or sentence. Mr. Bounds has worked as a Law Clerk in several federal prison law libraries and taught the Legal Research Class at two federal prisons. In 1993 he began what became a six year research project compiling ineffective assistance of counsel claims ruled upon by the federal court system. He researched every type of ineffective assistance of counsel issue in existence, organized the issues by category, and wrote a descriptive paragraph explaining the essential meaning of each court opinion using easy to understand language. In 1998 Mr. Bounds published his first book: “Secret Tools For Post-Conviction Relief,” which he updated in 1999, 2000, and 2001. Because of the sheer volume of case law and growing complexity of the post-conviction field, by 2007 Mr. Bounds had made the decision to separate his book into two books: Those being, “The Post-Conviction Citebook,” and a new “Secret Tools For Post-Conviction Relief,” which will better fit its name. The latter is currently in progress. Mr. Bounds currently lives in Georgia and enjoys computers, watching Nascar and motorcycle racing.
